Fort Rodd Hill is strategically located at the entrance to Esquimalt Harbour, a prime location for coast artillery defenses for the protection of the port of Victoria and the naval harbor of Esquimalt. The site’s history, both natural and cultural, arises from its unique position and exposure on the southern tip of Vancouver Island as it protects one of Canada’s most endangered ecosystems. Fisgard Lighthouse, connected to Fort Rodd Hill by a built causeway, is the first permanent lighthouse on Canada’s west coast. Fisgard has several counterparts throughout Canada, on the east coast, Great Lakes and the St. Lawrence River, a testimony to the vital role of lighthouses in 19th and 20th century marine navigation.

Shortly after the sites’ designation in 1958, Parks Canada assumed responsibility for site operations and manage Fort Rodd Hill and Fisgard Lighthouse together, while respecting their separate heritage values, protection objectives, and stories.
